Lower Valley Energy Announces A 2% Electric Rate Increase Due To An Unexpected Surcharge from Bonneville Power Administration (BPA) And Other Power Supply-Related Costs

December 30, 2025 (AFTON, WY) This surcharge comes in addition to the electric rate increase that took effect in October 2025, which was carefully calculated based on BPA’s announced wholesale rate adjustments and an independent Cost of Service Analysis.

“Lower Valley Energy must implement a 2% electric rate increase, effective February 1, 2026, in response to an unanticipated surcharge of approximately $600,000 from BPA and a $500,000 revenue decrease from Grant County PUD,” said President/CEO Jim Webb.

BPA recently notified utilities throughout its service territory of an unforeseen surcharge triggered by lower-than-expected financial reserves. For Lower Valley Energy, this supplemental charge totals approximately $600,000 – a significant unexpected cost along with the reduction in revenues we received from Grant County PUD in Moses Lake, Washington – that must be passed through to our member-owners.
