Residential Energy Audits

Lower Valley Energy (LVE) helps provide members with a variety of residential energy audits.  LVE will help schedule an Energy Expert to do a walkthrough of your home in an effort to identify any possible energy inefficiencies and answer any questions.  LVE will pay $100.00 towards the cost of the audit.  The audit generally costs members anywhere from $165.00-$425.00, depending on the type of audit and the home size.  The member will receive an assessment and a report.   Blower door testing and thermal imaging are available for a larger fee.  Small incentives and loans could be available depending on the energy improvement projects.  If any incentives or rebates are available, they will be indentified in the audit report.  There is potential to earn back the energy audit fee with verified energy savings once a weatherization project is complete.   Please see below for the possible incentives.

Weatherization Incentives (requires an Energy Audit)

Window Replacement – Existing windows must be either single paned or metal framed in order to qualify as determined in the Energy Audit done prior to starting any work.  LVE will co-fund replacement windows with a .30u-factor or less.  The incentive is anywhere from $1.60 – $4.00 per square foot of glass replaced.  A post inspection is also required after the work is completed.

Exterior Insulated Doors Replacement – Existing doors must be substandard as identified in the Energy Audit.  The new door must be pre-hung and ENERGY STAR qualified.  The rebate is $32.00 per door.  A post inspection is required once the project is complete.

Residential Insulation – LVE will co-fund the addition of insulation; however, the existing insulation must be inspected before work begins in order to qualify.  Incentives are based on per square foot and vary depending on the existing R value and what R value is confirmed once the work is complete requiring a post.  Rebates range from $.04 – up to $.98 per square foot of added insulation.

LVE’s weatherization incentives are designed to be used as a small rebate for residential members that were looking to make upgrades already. The average member incentive payout in 2017 was $320.00.

Thermostats – Qualifying homes MUST be heated primarily by electricity.

Line Voltage Digital Thermostats – LVE has a rebate for the replacement of old bi-metal thermostats with new digital ones.  Digitally programmable thermostats also qualify but must be on the BPA Qualified Product List.  The rebate is $15.00 per thermostat.

Smart Thermostats (Low Voltage) – LVE also offers a rebate on Low Voltage Electric Smart Thermostats as well.  The thermostat must be on the BPA Qualified Product List.  The rebate is $80.00 or $100.00 if the member can prove the installation of the new thermostat to LVE.  Limit is 2 per household.

Heat Pumps – Rebates are also available certain types of energy efficient heat pumps.

Ground Source Heat Pumps (GSHP) Rebate– LVE will pay out a rebate for the installation of ground source heat pumps on new construction and existing single-family homes with permanently installed electric heat.  The price of the rebate would be $2,400.00 -$2,800.00 depending on how the GSHP is installed.  There are several requirements in order to qualify for the rebate.  GSHPs must be ENERGY STAR qualified and installed according to the International Ground Source Heat Pump Association (IGSHPA) specifications by a technician certified in Performance Tested Comfort Systems (PTCS) and IGSHPA. This rebate requires pre-approval and only one rebate is available per home.  Please contact LVE’s Conservation Department for further details

Ductless Heat Pump (DHP) Rebate –A rebate of $640-$800 is available for new ductless heat pump installations. The ductless heat pump must be installed in a single-family or manufactured home with permanently installed electric zonal heat or electric forced air heat. The ductless heat pump must be installed according to manufacturer’s specifications, by the Northwest DHP Project Best Practices Guide, by a contractor who attended a Northwest Ductless Orientation. This rebate requires pre-approval and each home qualifies for only one heat pump rebate per home.  Please contact LVE’s Conservation Department for further details.

All residential incentives/rebates require proper forms to be completed and signed as well as invoices and documentation.  Unlike the incentives, the rebates do not require an energy audit.  Please contact LVE’s Conservation Department for details and for all qualified product listings.

Commercial Energy Audits

Commercial Lighting Program

LVE is currently offering a program to help business’s convert their lighting to LEDs by rebating a portion of the cost. Rebates are based off kWh savings.

Here is what is required:

– list of existing lighting and wattage, broken down into spaces and times ran

– count and wattage’s of the LEDs you plan to replace the existing lighting

– spec sheets on each type of LED being used to verify qualification (must be DLC listed and/or Energy Star Compliant)

– estimated total project cost including materials and labor

If you need assistance with this part of the process, please notify LVE and they can put you in touch with a Trade Ally.

Using this information, LVE can calculate a baseline kWh savings.    If you are not doing a full lighting retrofit to encompass the whole meter, then you will not see the maximum potential savings.  LVE’s rebate is then based on that kWh savings and paid directly to the account holder.   These projects require pre-approval, so please notify LVE directly before any retrofit is started to verify funding and project requirements.

Financing is available for Residential and Commercial members through Energy Conservation Works (ECW).  These funds are specifically for energy efficiency projects and paid back on members LVE bills.  Please contact LVE or ECW directly for more information on financing.
